Prepared for Svante Horn and Lars Tisen, Scandinavian Data Centers

Your capacity.
Our engine.

A compute partnership proposal.

BUILD RUN OWN
Enquirer AI is the outbound engine of Enquirer Consulting Group. Private and confidential.
Where this starts

You have already seen the engine work.

Since April, a single LinkedIn seat has carried your outreach: Swedish CIOs and IT leaders, cybersecurity firms, and AI and GPU platform companies across five countries.
That one seat put you in front of the CTO of Sweden's public broadcaster, who asked to bring in his site selection team.
This proposal is the full version of that engine, pointed at the most supply-starved market in Europe, structured so that no cash moves in either direction.
The market

The world is short of exactly what you sell.

$40B+

Anthropic's commitment for exclusive use of a single 300 MW data center, at $1.25B per month through 2029. Frontier labs now buy whole facilities, not GPUs.

+40%

Rise in H100 rental pricing between October 2025 and March 2026, with on-demand capacity sold out across GPU types.

6.3%

Record-low colocation vacancy across Frankfurt, London, Amsterdam, Paris and Dublin at year-end 2025. Frankfurt sits at 0.6%.

83%

Share of Europe's data center development pipeline already pre-let. In JLL's words, capacity is being absorbed faster than it can be replaced.

Amsterdam has halted new data centers until 2030. Ireland now demands on-site generation. Core Europe is full.

The overflow

That demand is already landing in Sweden.

Mistral committed 1.2 billion euros to a 250 MW AI data center in Borlange, its first infrastructure move outside France, inside a 4 billion euro program that spans France and Sweden.
CoreWeave signed for AI capacity across two Stockholm campuses in June. atNorth is adding a second 30 MW Stockholm site. HIVE is acquiring 32 MW in Boden for sovereign AI compute.
Anthropic is hiring a dedicated European capacity buyer whose brief explicitly covers the Nordics alongside the big five hubs.
Your campaign brief said it best: the goal is to be in the room when the conversation starts. The conversations are starting now.

The unlock, July 16, 2026

Frontier AI just went open weight.

Moonshot released Kimi K3 today: a 2 to 3 trillion parameter model reported at launch to match or surpass Claude Opus 4.8, sitting just behind the two strongest closed models on the market. Its predecessors all shipped under a modified MIT license, free to download and run.

The model is free

Frontier-class intelligence no longer belongs exclusively to a handful of US API providers.

Compute is the product

Moonshot's current shipping model is documented to serve from a single 8 GPU node. Hardware a company can own, in a facility like yours.

Jurisdiction is a choice

For the first time, a company can run frontier AI entirely under the legal roof it prefers. That choice is the sales pitch.

Reported launch figures: Financial Times and Moonshot, July 16, 2026. Final specs follow the official model card.
What we build with it

We build private AI brains for enterprise companies.

An AI brain is a company's own operating intelligence: its data, processes and playbooks running on an open-weight model, on hardware it controls, in a jurisdiction it chooses. We design it, build it, run it in, then hand it over. The same Build, Run, Own model you know from your outreach.

Nothing leaves the perimeter

Client data never touches a third-party API. No external logging, no retention questions, no transfer risk.

Proven in production

We already run open-weight models in production for client-facing work today. This is our operating stack, not a slide.

Deals closing now

Multiple enterprise engagements are at proposal stage, expected to close next month. Each one needs a sovereign hosting home.

Why companies will buy this

Security and governance now force the issue.

$670k

Average extra breach cost when unsanctioned AI use is involved. One in five breaches now traces to shadow AI, and 97% of AI-related breaches hit firms with no AI access controls.

48%

Share of confirmed breaches now involving a third party, up from 15% two years earlier. Every external AI API is another third party.

30 days

Default prompt retention on a leading US LLM API. Zero-retention terms exist only by individual approval. Most companies have no such guarantee.

Aug 2026

EU AI Act obligations widen next month. And Microsoft told the French Senate, under oath, that it cannot guarantee European data stays beyond US reach.

A private brain on sovereign hardware answers all four at once. This is a board-level purchase now, not an IT experiment.

Why Sweden, why SDC

Sweden is the natural home for sovereign AI.

98%+

Of Swedish electricity is fossil free: hydro, nuclear and wind. Industrial power ran near 0.10 euros per kWh in late 2025, against an EU average of 0.18.

<1.2

ScandiDC I's PUE, on Nordic free-air cooling, with waste heat recovered into district heating. Continental sites typically run 1.3 to 1.5.

4th

Sweden's rank of 143 countries on the 2025 Rule of Law Index. EU member, GDPR native, politically stable.

Proven

AWS, Microsoft and Meta all built here years ago. Mistral just followed with the largest AI infrastructure commitment in Swedish history.

Your own roadmap already points here: purpose-built EU data residency, a NIS-2 aligned posture, and a planned AI inference site. This partnership is the anchor story for it.

The proposal

A straight trade. No cash moves.

Enquirer delivers to SDC

  • The four-month outbound build we sell at 80,000 pounds: a multi-seat LinkedIn program, full cold email infrastructure, and the data and messaging system for the compute-buyer market. Then we hand you the machine.
  • Your own AI brain. We build SDC a private operating brain, the same product our enterprise clients buy, running on hardware in your own facility.
  • PR and marketing through Business Enquirer, our group's business magazine: multiple editorial features on SDC published across the engagement.
  • A named reference tenant and a pipeline of hosting demand. Our enterprise AI clients deploy with our hosting partner, and the testimonial and case study are yours to use.

SDC provides

  • One dedicated GPU inference node, hosted and powered at ScandiDC, sized to Moonshot's published spec. Its current shipping model serves from a single 8x H200 class node.
  • Hosting partner status for our client AI deployments, at partner rates.
  • That is the whole ask. Term and detail agreed on one call.
Inside the build

What the trade buys you.

Outbound engine

Multi-seat LinkedIn and full cold email infrastructure, run by us in-market and aimed at the compute-buyer segments.

Data and messaging system

ICP, list building and segment messaging across the markets you have already named, plus the ones we open together.

Your own AI brain

A private operating brain for SDC: your market intelligence, pipeline and playbooks on an open-weight model, running in your own facility. The same product our enterprise clients buy.

PR and media

Multiple editorial features on SDC in Business Enquirer, our group's business magazine, published across the engagement. Authority the engine can point to in every conversation.

Marketing amplification

Each feature pushed through the group's business media channels, giving your team coverage to share across the long Swedish sales cycle.

Reporting and handover

Dashboards, the playbook and a documented routine. At the end of four months the machine is yours to keep running.

One team, one point of contact. You never manage five vendors.
The joint motion

Point the engine at buyers who cannot find capacity.

Neoclouds and GPU clouds

Operators seeking double-digit megawatts across Europe. The list you gave us in June, Nebius, Crusoe and Fluidstack, is exactly this column.

AI labs

In sore need of compute, in Mistral's CEO's own words, and already recruiting capacity buyers for the Nordics.

Enterprises going private

Pharma alone is already running 3,500+ GPUs on private infrastructure. Our AI brain clients land in this column, on your floor.

EU public sector

European sovereign cloud spend is forecast to nearly double in 2026, to $12.6 billion, and to overtake North America by 2027.

Heads of infrastructure, heads of data centers, CTOs: the titles you already target. And the US community development organizations you asked about last week fit the same data system.

Timing

Why this lands now.

Today

The window opened

Kimi K3 shipped this morning. Every open-weight release from here widens the market we would sell into together.

Next month

Our deals close

The enterprise engagements at proposal stage are expected to sign. The hosting decision is made at signing. We want SDC in those contracts.

Mid August

Sweden wakes up

Your restart is already planned. We build through the quiet weeks so the engine is live the day you are back.

September

One story, two order books

Your capacity pitch and our AI brain builds, sold as one motion, with your facility as the proof.

You have the power.
We have the engine.
